Abstract
The United States has waged the "war on drugs" on fronts at home and abroad for over twenty years.' The arsenal has included the resources of the Drug Enforcement Agency, the Federal Bureau of Investigation, the United States Coast Guard, and the Department of Defense. Some of the government's most potent and oft-used weapons, however, have been federal and state civil drug forfeiture laws.
