Abstract
The electrical industry has been a massive, stable industry for the past sixty years. In many ways, it resembles the mighty Brontosaurus in its last days of existence-huge, solid and nearing the brink of extinction. The deregulation of the electrical industry is a complex issue, and one that is not easily understood at first glance. Nonetheless, it is an issue that we, as consumers and students of the law, must understand in order to benefit from the changes it brings. One of the key issues that we must understand about deregulation is the treatment of stranded costs, arguably the most dynamic of the pains inherent in this impending extinction.
