Abstract
The modern state has many responsibilities, but there are many things for which individuals or groups—rather than the state—are responsible. Many of the most difficult political questions in a society like ours center on determining the appropriate extent and limits of the state’s role in contrast to the role of individuals and groups. As John Stuart Mill put it over one hundred-fifty years ago, “‘the practical question where to place the limit—how to make the fitting adjustment between individual independence and social control—is a subject on which nearly everything remains to be done.
