Abstract
This paper surveys the responses of American public utility rate regulation to changes in the price level. The main responses can be epitomized in the polar phrases "historic cost," associated with the long period of deflation prior to World War I, and "replacement cost," associated with post World War HE inflation, especially the inflation of the last decade.
