Abstract
In a period of an outpouring of proposals for both exchange and outright disposition of various portions of the public estate, none of the major parties has proposed an approach based on existing law, principles and procedures. However, the best way, and quite possibly the only way, to effect significant improvements in patterns of state, federal and private land ownership in the western United States is to design and carry out a visible and systematic land tenure adjustment program in accordance with the policies and procedures Congress specified in FLPMA.
