Abstract
Our modern industrial society generates huge amounts of waste material each year, of which an estimated 255 to 275 million metric tons is termed hazardous under federal and state regulations. Utah waste generators alone produce approximately 558 thousand metric tons of hazardous waste annually. Improper treatment, storage or disposal of hazardous waste, such as midnight dumping by fraudulent "disposal" businesses or improper storage by waste generators or disposal firms, poses a serious threat to health and the environment. As illustrated by the much publicized Love Canal incident, and the more recent revelations at Times Beach, Missouri,' the health threats created by improper hazardous waste disposal may linger for decades, contaminating water, soil and air. Many existing disposal sites, although not as well known as Love Canal and Times Beach, also are serious health hazards.
