Abstract
Citizen suits have become an important method of enforcement of the Clean Water Act. The suits are relatively simple to bring; a plaintiff can gather sufficient evidence for summary judgment by researching public records of a potential defendant's violations. They are also effective because courts are authorized to impose heavy civil penalties against defendants found to be in violation of the statute.
