Abstract
This Essay focuses on two groups that often find or position themselves on the margins of public international law: market actors and women. It also explores two time periods: the 1920s-30s and the 1980s-90s. Consequently, the trajectory of my analysis roughly parallels that of David Kennedy.' But while his trajectory ends with trade, mine begins with it.
